GMCA 2087 GM Inclusion Health Services: Co-occurring Conditions Support Services

Greater Manchester Combined Authority (GMCA) is seeking a provider to deliver Co-occurring Conditions Support Services as part of its wider Inclusion Health provision across Greater Manchester.

The service will focus on adults experiencing multiple disadvantage, with the contract specifically targeting people affected by the combination of homelessness, substance misuse and mental ill health.

The procurement has an estimated total value of £15 million excluding VAT and will establish a single-supplier framework that can be used by GMCA and Greater Manchester local authorities.

The provider will be expected to deliver direct support and interventions where appropriate, alongside signposting and collaborative support for a wider population experiencing rough sleeping and co-occurring conditions.

Service Requirements

The commissioned service will be expected to provide an equivalent or enhanced staffing structure and level of coverage compared with current arrangements involving local authorities and existing programmes.

A key focus will be reducing barriers between existing services and workforces, creating a more joined-up approach across homelessness and multiple disadvantage provision.

The service will also integrate existing GMCA homelessness programmes and areas of delivery within the Enhanced Live Well offer.

Providers will be expected to work strategically with other organisations delivering Inclusion Health support across Greater Manchester, identifying opportunities to jointly support the workforce in line with Enhanced Live Well and integrated neighbourhood approaches.

The successful organisation will also take a Lead Provider role in developing partnerships and collaborative working within the contract, including with Lot 1 – GP Primary Care and Lot 2 – Palliative Care Service, as well as across the wider Greater Manchester Inclusion Health system.

While direct service activity will be reflected through professional caseloads and referrals accepted for treatment and interventions, GMCA expects a wider group of people experiencing rough sleeping, co-occurring conditions and multiple disadvantage to benefit through drop-ins, day centres and collaborative work with other professionals.

The opportunity is identified as particularly suitable for voluntary, community and social enterprises (VCSEs).

Framework Information

The procurement will establish a single-supplier framework available to GMCA and Greater Manchester local authorities.

Call-off contracts will be awarded without further competition. The relevant contracting body will provide the successful supplier with the applicable scope of services, with the supplier providing a quotation based on the prices and/or rates contained within its tender.

No supplier fee will be charged under the framework.

Evaluation Criteria

The procurement will be assessed through a two-stage process:

• Stage 1 Quality: 70%
• Stage 1 Price: 10%
• Stage 2 Quality: 20%

Stage 1 will be open to the market and will include the Conditions of Participation and Invitation to Tender. The three highest-scoring bidders from this stage will progress to Stage 2.

Stage 2 will involve an electronic presentation submission followed by a virtual Microsoft Teams presentation and interview questions.

Scores from both stages will then be combined to identify the highest-scoring bidder.

The procurement is being conducted through a Competitive Flexible Procedure under the Light Touch regime and Provider Selection Regime.
