CCS067 Provision of Derbyshire Holiday Activities and Food Programme

Derbyshire County Council is seeking a provider to deliver its countywide Holiday Activities and Food (HAF) Programme, supporting eligible children, young people and families across Derbyshire.

The programme will provide holiday activities designed to support physical health, mental wellbeing, personal development and social inclusion, while improving access and participation across the county.

The successful provider will be responsible for programme leadership, partnership working, governance and continuous improvement, alongside developing a sustainable network of provision that responds to local needs.

Contract Value: £8,340,930 excluding VAT

Delivery Length: 1 January 2027 to 31 March 2029, with an option to extend for up to 12 months to 31 March 2030

Evaluation Criteria

Tenders will be evaluated on:

• Quality – 65%
• Price – 25%
• Social Value – 10%

The procurement is being conducted under the light touch regime through an open procedure and is identified as particularly suitable for SMEs and voluntary, community and social enterprises.

The contract is dependent on the continuation and requirements of HAF programme funding. Delivery may also be affected by Local Government Reorganisation and changes to eligibility, local demand, SEND requirements and national programme requirements.

The opportunity represents a significant countywide contract for organisations experienced in coordinating accessible holiday provision and improving outcomes for children, young people and families.
