The Provision of Education Psychology Assessments

West Northamptonshire Council is seeking to appoint a single supplier to provide Educational Psychology services to support the completion of statutory Educational Health and Care Needs Assessments (EHCNAs).

The Council currently has a backlog of approximately 130 statutory assessments requiring Psychological Advice. The successful provider will be responsible for supplying qualified Associate Educational Psychologists (EPs) to undertake the required assessments and produce Psychological Advice reports as part of the statutory EHCNA process.

The six-month contract is intended to help the Council reduce waiting times for families while supporting the Authority in meeting its statutory responsibilities.

The procurement covers psychiatrist or psychologist services and is being conducted as a below-threshold open competition under the light touch regime.

Service Requirements

The appointed supplier will provide qualified Associate Educational Psychologists to support the completion of the Council’s outstanding statutory assessments.

The requirement includes:

  • Undertaking Educational Psychology assessments as part of the statutory EHCNA process
  • Producing Psychological Advice reports
  • Supporting the Council with its existing backlog of approximately 130 assessments
  • Contributing to efforts to reduce waiting times for families and meet statutory duties

Tenders must be submitted electronically through the West Northamptonshire Council In-Tend e-procurement portal. Submissions made by email, post or other methods will not be accepted.

Evaluation Criteria

The contract will be awarded using the following weightings:

  • Quality – 60%
  • Price – 40%
