The London Borough of Havering is seeking a provider to deliver an Integrated Community Smokefree Service supporting people to quit smoking and maintain long-term abstinence.

The service will provide comprehensive smoking cessation support, with a particular focus on individuals with severe mental illness (SMI) and people affected by substance misuse. The Council has identified these groups as experiencing disproportionately high smoking prevalence alongside additional barriers to accessing support.

The proposed model will use co-located delivery, assertive outreach and integrated referral pathways to help embed tobacco harm reduction within wider care planning and recovery services.

The contract has an estimated value of £1.2 million excluding VAT and will initially run for two years, with two potential 12-month extensions.

Service Requirements

The Integrated Community Smokefree Service will provide tailored cessation support designed around the needs of local communities.

A key priority will be improving engagement and access for people with severe mental illness and those affected by substance misuse.

Delivery will include:

  • Tailored smoking cessation support
  • Targeted support for individuals with severe mental illness
  • Support for people affected by substance misuse
  • Co-located service delivery
  • Assertive outreach
  • Integrated referral pathways
  • Tobacco harm reduction incorporated into wider care planning and recovery models
  • Support aimed at achieving and maintaining long-term smoking abstinence

The service forms part of Havering’s approach to preventative health, with an emphasis on addressing complex needs and supporting sustainable behaviour change.
