Leicestershire County Council has appointed 91 providers to a major new homecare framework valued at £496 million.
The Homecare for Leicestershire 2026 framework will support the delivery of adult social care and health care services for residents of Leicestershire who have been assessed as requiring home care.
Providers will be expected to deliver services focused on the health, safety, enablement, progression and wellbeing of people receiving support, helping them to gain, maintain or regain skills to live independently and recover from illness.
Where possible, the service will also support people to avoid unnecessary admission to hospital and residential care, as well as helping people to leave hospital or move out of long or short-term building-based care.
A total of 91 suppliers have been awarded contracts covering Lot 1, Home Care (maintenance). The council received 544 tenders for the lot, with 91 assessed at the final stage and all 91 awarded contracts. Of the final-stage tenders, 86 were submitted by small and medium-sized enterprises.
Packages of maintenance homecare will be awarded to providers through the call-off procedure set out in the tender documentation.
A separate £1 million contract covering Lot 3, Home Care (Live in Care/24 Hour Care), has been awarded to Agincare Live-In Care (Central) Ltd, Ruby Care Services Ltd and Specialist Homecare Group Ltd.
The council received 12 tenders for Lot 3, with all 12 assessed at the final stage. Three suppliers were successful and nine were unsuccessful.
Lot 2, covering Home Care (Continuing Health Care), will not be awarded. The decision not to award the lot was made on 7 July 2026.
The framework has been established through an open procedure under the light touch regime and is expected to run for eight years, from 12 October 2026 until 11 October 2034.
The award decision for Lots 1 and 3 was made on 7 August 2026, with the standstill period ending on 20 August. The earliest date the contracts will be signed is 27 August 2026.
The contracts cover health and social work services across Leicestershire, Rutland and Northamptonshire.
