52 Providers Appointed to £4.17m Young People’s Accommodation Framework

The London Borough of Barking and Dagenham has appointed 52 providers to an open framework for supported and semi-independent accommodation and support services for looked-after young people aged 16 to 25.

The framework covers four lots: supported accommodation for 16 and 17-year-olds; semi-independent accommodation for over-18s; providers offering both types of accommodation; and semi-independent accommodation for young people who are parents.

The contract value is £4,166,666 excluding VAT and £4,999,999 including VAT, with framework lot values potentially shared across the four lots. Expenditure will only be incurred when placements are made.

The contract is expected to run from 9 September 2026 to 8 September 2028, with the open framework providing for successive frameworks on the same terms every two years for a period of eight years, potentially continuing to 8 September 2034. Existing and new bidders will be able to apply when the framework reopens.

For each lot, 71 tenders were received and 64 reached the final assessment stage, with 52 suppliers awarded contracts.

The award decision was made on 20 August 2026, with the standstill period ending on 8 September 2026 and the contracts expected to be signed no earlier than 9 September 2026.
