Plymouth City Council is inviting homecare providers to take part in a series of market engagement events ahead of the procurement of a new Homecare Framework.
The council is seeking to engage organisations interested in providing homecare services in Plymouth, with the forthcoming procurement expected to cover six proposed service lots.
The services are being procured as Light Touch services, with the new framework planned to commence on 1 April 2027.
Under the current proposals, the framework will be divided into six lots covering different areas of homecare provision:
The proposed contract will initially run for three years, with the option of two further three-year extensions, creating a potential 3+3+3-year arrangement running until 31 March 2036.
Based on 2025/26 figures, the council has stated an estimated annual contract value – length of contract of £201,686,778.
Plymouth City Council will hold three engagement sessions during August, beginning with a face-to-face Strategy Launch and Vision event at Crownhill Court on 14 August 2026 from 11am to 1pm.
A second face-to-face session, focusing on the service specification and commercials, will take place at the same venue on 21 August from 1pm to 4pm.
The final event will be a virtual Mass Briefing held through Microsoft Teams on 26 August from 1:30pm to 3:30pm.
Places are restricted to two representatives per organisation. Providers can book by emailing jointcommissioning@plymouth.gov.uk using the subject line “Plymouth Homecare Framework Market Event.”
The council is also inviting providers to contribute to its Homecare Framework Market Engagement Survey.
