Best Start Family Hubs

Worcestershire County Council is seeking providers to support the expansion of its existing Family Hubs provision under the national Best Start Family Hubs and Healthy Babies programme.

The service will bring together health, education, early years, parenting and community support, with an emphasis on early intervention, prevention, improved access and reducing inequalities. Support is available to families from conception to age 19, or up to 25 for young people with special educational needs and disabilities.

Lots Available

The £14.4 million procurement is divided into two geographical lots:

• Lot 1 – Bromsgrove, Redditch and Wyre Forest, including Great Witley and Tenbury Wells: £7,142,400 excluding VAT
• Lot 2 – Worcester City, Wychavon and Malvern Hills, excluding Great Witley and Tenbury Wells: £7,257,600 excluding VAT

The Council intends to appoint one supplier per lot. Bidders applying for both lots must identify their preferred lot within their tender submission.

Evaluation Criteria

Tenders will be evaluated on:

• Parenting and home learning interventions – 25%
• Outreach and Network Sites – 25%
• Community needs and insight – 20%
• Innovation, added value and quality assurance – 20%
• Social Value – 10%

Providers will also need to meet requirements covering relevant experience, financial standing, insurance, GDPR, safeguarding, equality and diversity, health and safety, IT security and modern slavery.

The opportunity offers family, early years and community support providers access to a significant long-term commissioning programme supporting the development of Best Start Family Hubs across Worcestershire.
