Sheffield City Council is seeking a provider to deliver safe, supported accommodation for young women aged 16 to 25 affected by abuse, including sexual and domestic abuse. The service will provide a stable, nurturing environment alongside compassionate, trauma-informed therapy and support, helping young women and their children recover from abuse and move towards independent living.
The contract aims to help residents improve their safety, maintain stable accommodation, develop practical and relational skills, exercise choice and build a positive future in the community.
The successful provider will deliver a short- to medium-term supported accommodation service for vulnerable young women affected by abuse. The service will combine safe accommodation with tailored support to help residents recover and prepare for independent living.
Key requirements include:
The detailed service model, safeguarding arrangements and delivery expectations should be confirmed in the full tender documents.
Tender documents and submission: Access the opportunity through the EU-Supply procurement portal.
The supplied notice does not specify detailed supplier eligibility conditions, registration requirements or minimum experience thresholds. Bidders should review the full tender documents to establish the required qualifications, safeguarding arrangements, accommodation standards, workforce capabilities and other conditions of participation.
Given the service’s focus on young women affected by abuse, providers should pay particular attention to the Council’s requirements for safe accommodation, trauma-informed support and safeguarding.
The published award criteria comprise nine quality and social value elements, with price assessed on a pass/fail basis.
The weighted criteria total 100%, excluding the separate pass/fail price assessment. Bidders should consult the tender documents for the full scoring guidance and evidence requirements.
This opportunity may suit providers experienced in supported accommodation, domestic abuse services, sexual abuse recovery, trauma-informed care and support for vulnerable young women and their children. The seven-year contract offers a substantial period for service delivery, but bidders should assess their ability to provide suitable accommodation, specialist support and robust safeguarding arrangements in Sheffield.
The evaluation places significant emphasis on the service model, safeguarding, support planning and accommodation model, so bids should clearly explain how the proposed service will help residents recover, improve their safety and progress towards independent living.
