Open Framework for Emergency Accommodation and Nightly-Let Housing Provision

Bedford Borough Council is establishing an Open Framework for Emergency Accommodation and Nightly-Let Housing Provision to secure safe, appropriate and well-managed temporary accommodation for households requiring emergency housing.

The framework sets out the standards, conditions and obligations for providers supplying emergency accommodation and nightly-let housing. The Council aims to ensure that all accommodation supports residents’ health, wellbeing and access to local services.

The framework covers a range of accommodation types and will operate over an eight-year period.

Contract Length: 1 October 2026 to 30 September 2034 (8 years)

Accommodation Lots

The framework includes the following accommodation categories:

  • Lot 1 – Studio accommodation
  • Lot 2 – One-bedroom self-contained units
  • Lot 3 – Two-bedroom self-contained units
  • Lot 4 – Three-bedroom self-contained units
  • Lot 5 – Four-bedroom self-contained units
  • Lot 6 – Shared or dormitory-style accommodation

Unless otherwise stated, the specification applies across all accommodation types.

Provider Requirements

Providers should demonstrate:

  • Employer’s Liability Insurance of £10 million (where staff are employed).
  • Public Liability Insurance of £5 million.
  • Buildings Insurance covering the full reinstatement value of each property.
  • Contents Insurance for furnished accommodation.
  • Appropriate safeguarding, equality, health and safety, environmental, GDPR, information governance, whistleblowing and anti-bribery policies.
  • Registration with the Central Digital Platform (CDP).
  • Registration with the Information Commissioner’s Office (ICO).
  • Disclosure and Barring Service (DBS) compliance.

Providers must also hold, or obtain before contract commencement, all required legal registrations and licences, including where applicable:

  • Current Gas Safety Certificate (CP12).
  • Electrical Installation Condition Report (EICR).
  • Energy Performance Certificate (minimum Band E).
  • HMO licence where required.
  • Legionella risk assessment.
  • Selective licensing registration or exemption where applicable.
  • Any statutory landlord registrations.

  • Quality – 90%
  • Social Value – 10%
