Healthy Lives Dynamic Purchasing Vehicle – Category 4 Round 12 – Onboarding

London Borough of Newham has opened Round 12 of its Healthy Lives Dynamic Purchasing Vehicle (DPV) for Category 4 – Addressing Resource Inequality, providing an opportunity for new and previously unsuccessful suppliers to apply to join the arrangement.

The DPV is designed to remain accessible to suppliers throughout its lifetime, with onboarding rounds opening and closing periodically at the Council’s discretion. Applications are processed following the closure of each individual round.

Suppliers seeking admission will need to apply through the Council’s Fusion e-tendering portal and provide information covering their experience, business integrity, capability and insurance arrangements.

As part of the qualification stage, applicants will be required to complete a Selection Questionnaire (SQ), including tender-specific selection questions. The process will cover mandatory and discretionary exclusion grounds alongside the Council’s requirements for supplier suitability.

The procurement relates to health and social work services, with Category 4 specifically focused on addressing resource inequality within Newham.

Onboarding Process

The Council states that rounds will continue to open and close during the lifetime of the Healthy Lives Dynamic Purchasing Vehicle.

Following the closure of a round, a new round is expected to open within 48 hours, excluding weekends and bank holidays, although the Council notes that delays may occasionally occur.

This allows new suppliers, as well as organisations that were unsuccessful during an earlier application, to submit an application during subsequent onboarding rounds. The length of individual rounds may vary, with the Council confirming that a round will close at least once within a 24-month period.

Specific timetables will be provided within the procurement documents for each published round.

Evaluation Criteria

Price is not the only award criterion.

The full award criteria and their respective requirements are set out within the procurement documents.

Applicants will also be assessed through the qualification stage, which includes the Selection Questionnaire, tender-specific selection questions and checks relating to experience, business integrity, capability and insurance.

Regulatory and Compliance Requirements

Suppliers will be required to provide information relating to their business integrity, capability and insurance arrangements and satisfy the mandatory and discretionary exclusion requirements detailed within the Selection Questionnaire.

Specific CQC or other care-sector regulatory registration requirements are not disclosed in the information provided for this onboarding round.

The opportunity provides organisations delivering relevant health and social work services with another route to seek admission to Newham’s Healthy Lives Dynamic Purchasing Vehicle, supporting future commissioning activity under Category 4 – Addressing Resource Inequality.
