Cyngor Gwynedd is seeking a provider to deliver a county-wide Drop-In Service for young people aged 16 to 24 who are homeless, at risk of homelessness or experiencing housing-related difficulties.

Funded through the Housing Support Grant, the service will provide accessible, flexible and early intervention support aimed at preventing homelessness, promoting housing stability and improving wellbeing. The successful provider will be expected to deliver a combination of face-to-face and digital support across Gwynedd, ensuring equitable access for young people living in both urban and rural communities.

The service will operate as an open-access drop-in provision offering housing-related advice, practical support, guidance, signposting and referrals to wider support services. Providers will be required to demonstrate experience of working with vulnerable young people and the ability to deliver a trauma-informed service aligned with Psychologically Informed Environment (PIE) principles.

Bidders must also demonstrate value for money, clear additionality and robust arrangements to ensure there is no duplication of funding or service provision.

To support organisations interested in bidding, Gwynedd Council will hold a virtual Procurement Ready session on 8 July 2026 from 9:30am to 11:00am via Microsoft Teams. Attendance is optional and will not form part of the tender evaluation.

Contract Value: £592,728 excluding VAT (£711,274 including VAT)

Delivery Length: Initial contract from 1 December 2026 to 30 November 2029, with the option to extend annually for up to a further three years (1+1+1), giving a potential maximum contract term to 30 November 2032.

  • Quality – 75%
  • Price – 25%

Participation Requirements

Tenderers must demonstrate:

  • Relevant experience delivering housing-related support for vulnerable young people.
  • Experience of homelessness prevention or comparable support services.
  • The ability to deliver services across both urban and rural communities.
  • Experience of partnership working with local authorities, statutory agencies and third-sector organisations.
  • A trauma-informed approach aligned with Psychologically Informed Environment (PIE) principles.
  • Appropriate safeguarding, risk management and lone working arrangements.
  • Sufficient staffing and operational capacity to deliver the contract.
  • The ability to monitor and report service performance and outcomes.
  • The ability to provide a fully bilingual Welsh and English service.

The Authority may also request evidence of financial standing, organisational governance, insurance arrangements and experience delivering comparable contracts.

Procurement Information

The procurement is being undertaken using an Open Procedure under the Light Touch regime.

The Council has reserved the right to vary or expand the service during the contract term in response to identified need, changes in legislation, funding availability or service development opportunities. This may include increasing support provision, expanding delivery locations, introducing additional service elements or increasing the contract value where additional funding becomes available.

The contract includes performance monitoring requirements, with providers expected to meet agreed Key Performance Indicators, Housing Support Grant requirements and contractual reporting obligations. Where agreed performance thresholds are not achieved, contract management measures may include recovery of funding, including clawback provisions where specified within the contract documentation.
