Multiple Day Activities for Adults with a Learning Disability and/or Autism

City of Bradford Metropolitan District Council is seeking a single provider to deliver day activities for adults with a learning disability and/or autism across the Bradford District.

The contract will support around 270 people through 18 day services delivered from 16 locations and has an estimated value of £51.2 million excluding VAT.

The initial contract is expected to run for five years from April 2027, with the option to extend for up to a further three years.

Service Requirements

The successful provider will be responsible for delivering day activities for adults with a learning disability and/or autism across Bradford.

The requirement covers approximately:

  • 270 people
  • 18 day services
  • 16 locations across the District

The Council intends to appoint a single provider to deliver the requirement.

Procurement Process

The opportunity is being procured under the light touch regime using a competitive flexible procedure comprising two stages.

Stage 1 requires bidders to submit a completed Procurement Specific Questionnaire (PSQ) alongside their Stage 1 Tender by the tender deadline.

Suppliers must pass all PSQ requirements before progressing to the scored selection stage. Bidders will then be ranked according to their scores, with up to three of the highest-scoring organisations invited to Stage 2.

Stage 2 will involve a scored presentation to a panel of residents and Council officers.

Up to three bidders will participate in this stage, with the deadline for responding to Stage 2 invitations set at 12 noon on 6 November 2026.

The Council’s estimated award decision date is 7 December 2026.

Contract Information

The enquiry deadline is 16 September 2026 at 12:00pm.

Any extension may be exercised in one or more periods and will be subject to budget confirmation, continued service need and satisfactory contractor performance.

Evaluation Criteria

The procurement will be evaluated using the following criteria:

  • Response to Service Specification – 90%
  • Social Value – 10%

Shortlisted bidders progressing to Stage 2 will also be required to complete the scored presentation process.

Participation Requirements

Legal, financial and technical capacity requirements are set out within the tender documentation.

The Council has identified the opportunity as particularly suitable for:

  • Small and medium-sized enterprises (SMEs)
  • Voluntary, community and social enterprises (VCSEs)

Tenders may be submitted electronically and submissions must be made in English.

The procurement represents a significant long-term opportunity for organisations experienced in delivering services for adults with learning disabilities and/or autism. With around 270 people supported across 18 day services and the potential for an eight-year delivery period, the contract represents a substantial commissioning opportunity within Bradford’s adult social care sector.
