Young People’s Wellbeing Service

Manchester City Council is seeking a provider to deliver a Young People’s Wellbeing Service offering person-centred health and wellbeing support, information, peer support and development opportunities for young people.

The contract is estimated to be worth £3.125 million excluding VAT and will initially run for three years from April 2027, with the option to extend for a further two years.

The service will focus on prevention and early intervention, supporting positive physical and mental health while addressing wider social determinants of health and reducing health inequalities.

Service Requirements

The Young People’s Wellbeing Service will provide a range of support and resources for young people, families and practitioners.

The requirement includes:

  • Person-centred health and wellbeing support for young people
  • Accessible health and wellbeing information and resources
  • Peer support opportunities
  • Workforce training and development
  • Skills development opportunities for young people with lived experience
  • Participation opportunities for young people with lived experience
  • Employment development opportunities for young people with lived experience

The service will be expected to promote positive physical and mental health and wellbeing while using prevention and early intervention approaches to help reduce health inequalities.

Contract Information

Any extension will be subject to Manchester City Council’s terms and conditions, satisfactory performance and the availability of funding.

The deadline for clarification enquiries is 23 September 2026 at 11:59pm, with an estimated award decision date of 30 December 2026.

Evaluation Criteria

Tenders will be evaluated using the following criteria:

  • Quality – 50%
  • Price – 20%
  • Social Value – 20%
  • Environment – 10%

Participation Requirements

Legal, financial and technical capacity requirements are detailed within the tender documentation.

Manchester City Council has identified the opportunity as particularly suitable for:

  • Small and medium-sized enterprises (SMEs)
  • Voluntary, community and social enterprises (VCSEs)

The procurement is being conducted as an open procedure under the light touch regime.

Applicants must register through The Chest, Manchester City Council’s e-business procurement portal, to access the full tender documentation.

Completed tender documents, including the Procurement Specific Questionnaire, must be submitted electronically through the portal by the stated deadline. Clarification questions must also be submitted through The Chest.

The opportunity represents a significant commissioning opportunity for organisations delivering preventative and early intervention services for young people. Its focus on physical and mental wellbeing, peer support, health inequalities and opportunities for young people with lived experience creates scope for providers with expertise across youth health, wellbeing and community-based support.
