Gloucestershire Children and Young People’s Advocacy Service

Gloucestershire County Council is recommissioning its children and young people’s advocacy service, with an estimated contract value of £1,199,992 excluding VAT.

The service will provide independent advocacy for children and young people, helping them understand their rights, express their views and participate in decisions affecting their lives.

The Council is also seeking to expand the provision to include support for parents, in line with new guidance.

Independent advocacy will form an important part of ensuring children and young people are heard throughout planning, review and decision-making processes. The service will be expected to support the Council in meeting its statutory responsibilities while delivering effective and value-for-money provision.

The opportunity is being procured through an open procedure under the light touch regime and is particularly identified as suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).

Contract Information

Buyer: Gloucestershire County Council

Deadline: 8 October 2026, 12:00pm

Contract Value: £1,199,992 excluding VAT (£1,439,991 including VAT)

Delivery Length: 1 April 2027 to 1 April 2030, with the option to extend for up to a further two years to 1 April 2032

Evaluation Criteria

Tenders will be evaluated against the following award criteria:

  • Quality – 60%
  • Price – 25%
  • Social Value – 15%

The estimated award decision date is 2 December 2026.

Legal and financial capacity requirements are detailed within the tender documents.

Technical ability requirements are also set out within the procurement documentation.

The opportunity is identified as particularly suitable for SMEs and VCSE organisations.

The recommissioning represents a significant advocacy opportunity for organisations supporting children, young people and families across Gloucestershire. The contract will help ensure that children and young people understand their rights, have their views represented and can meaningfully participate in decisions affecting their lives.
