Nottingham City Council is seeking to appoint a single provider to a framework for the delivery of services under the Severe Weather Emergency Protocol (SWEP) across Nottingham.
The framework will provide staff to support emergency accommodation sites that open during periods of severe weather, ensuring rough sleepers have access to safe, warm shelter. Staff must be available to attend sites within 48 hours of notification of severe weather and provide a visible, on-site presence throughout the operation of each site.
The successful provider will supply appropriately equipped staff, together with contract management and supervision, including key-holding responsibilities where required. Staff will remain on site at all times while the accommodation is in operation to support the safety and wellbeing of service users.
Suppliers must have experience of working with homeless people or rough sleepers, as well as individuals with additional needs including drug and alcohol dependency and mental health issues. The Council has confirmed that this is not a security contract or a request for temporary agency staff. The service is intended to provide a safe place to sleep while signposting eligible service users to appropriate support services.

The procurement is being conducted as a below-threshold open competition under the Light Touch regime.
The framework will appoint one supplier, with the Council also identifying a reserve supplier. Should the successful supplier’s agreement be terminated due to performance issues, the reserve supplier may be invited to enter into the agreement.
The Council has also stated that the framework may be modified during its term to reflect changes in capacity requirements, service locations, operating hours or pricing where appropriate.
