Leeds City Council has awarded Barca Leeds a £408,217.46 contract to deliver a Young Futures Hub as part of its work across the city’s 12 most disadvantaged wards.
The contract will provide a coordinated, place-based and partnership-driven offer for young people, with the provision in each ward planned to enhance rather than duplicate the council’s internal Youth Service and local third sector offer. The main focus will be working with young people from neighbourhoods or communities currently under-represented in existing provision.
The Young Futures Hub will operate through a “hub and spoke” model, combining a central physical hub with outreach, detached provision and partner locations. It will provide a universal open-access offer alongside targeted support, allowing for the early identification of need and escalation where appropriate.
Support will be available to young people aged 10 to 18, extending up to the age of 25 for those with SEND or additional needs. The hub will also integrate with local systems covering youth work, safeguarding, health, education, employment and community provision.
The notice states a funding overview of £113,000 per annum for capital and £295,298 per annum for revenue expenditure.
Barca Leeds has been awarded the contract at a value of £408,217.46 including VAT. The contract is estimated to run from 13 August 2026 until 31 March 2027, with 13 August listed as the earliest date it will be signed.
Leeds City Council made the award through a direct award procedure, citing a single supplier for technical reasons. The notice states that the requirement is a specific piece of work by the Government, that only this organisation can fulfil the requirement, and that it is a continuation of previous work.
Barca Leeds is based at The Manor House, 259 Upper Town Street, Bramley, Leeds, and is identified in the award notice as a small or medium-sized enterprise.
