Home Group Set for Transitional Supported Housing Contract

Southend-on-Sea City Council proposes to directly award Home Group Limited a contract for the continued provision of Transitional Supported Housing Services.

The contract is valued at £51,259 excluding VAT and aims to support and house ex-offenders and those at risk of offending. The service will deliver housing related support for service users aged between 18 and 65 who are an ex-offender, or at risk of offending where prior approval has been agreed.

The proposed contract will run for six months, starting on 1 October 2026 and expiring on 31 March 2027.

The council is proposing the contract as a below-threshold direct award under the Procurement Act 2023, with the justification stated as Single Supplier. The procurement procedure is listed as below threshold – without competition.

Southend-on-Sea City Council said the direct award is required to support service continuity. Home Group owns the building and delivers the support within it and, for this reason, the council states that Home Group is the only viable provider to deliver the service.

The award decision was made on 12 August 2026, with the earliest date the contract can be signed being 1 September 2026. The notice also triggers an eight working day standstill period, which will end at midnight on 24 August 2026.

The contract covers social work services with accommodation and accommodation and office services, with the contract location listed as Southend-on-Sea.

Home Group Limited is based in Newcastle and is not classified as an SME or a voluntary, community or social enterprise (VCSE).
