Suffolk County Council is seeking an experienced provider to deliver an integrated All Age Advocacy Service for adults, children and young people across Suffolk.
The service must provide high-quality, flexible and cost-effective independent advocacy while meeting the Council’s statutory advocacy responsibilities.
Providers must demonstrate relevant advocacy experience, including delivery of county-wide services and an understanding of legislation covering advocacy for both adults and children. The main provider must also achieve and maintain the Advocacy Quality Performance Mark throughout the contract.

Contract Value: Up to £5,438,400 excluding VAT
Delivery Length: 1 April 2027 to 31 March 2030, with three optional one-year extensions to 31 March 2033

The opportunity is identified as particularly suitable for voluntary, community and social enterprises (VCSEs).
Providers must have experience delivering advocacy services and county-wide provision, alongside knowledge of relevant advocacy and GDPR requirements.
Required insurance levels are £10 million Public Liability, £5 million Employers’ Liability and £2 million Professional Indemnity. A minimum Creditsafe score of 50 is also specified, subject to the Council’s provisions for further financial assessment.
Bids exceeding the maximum contract budget will not progress to evaluation.
The contract represents a substantial long-term opportunity for specialist advocacy organisations capable of delivering integrated statutory advocacy for adults, children and young people across Suffolk.
