Reopening of the Over 65 Residential Care Home Framework for Swindon

Swindon Borough Council is reopening its existing framework for residential care homes supporting adults aged 65 and over within Swindon.

The opportunity is for providers not currently on the framework, including those unsuccessful in previous application rounds. Existing framework providers do not need to reapply.

The framework covers in-borough residential care for standard, enhanced and complex needs. Providers must operate within the Council’s published fee structure.

Successful applicants will join the framework from 1 January 2027.

Contract Value: Approximately £12 million for placements from 1 January to 31 December 2027. Potential maximum framework value of approximately £60 million.

Delivery Length: Current framework term to 31 December 2027, with two potential 24-month extensions

Applicants must meet the minimum selection and award criteria detailed within the procurement documents.

The framework will reopen annually, providing further opportunities for residential care providers to apply for admission.

The opportunity provides a route for Swindon-based residential care homes to deliver Council-funded placements for adults aged 65 and over with standard, enhanced and complex care needs.
