PROVISION OF GENERAL SUPPORTED LIVING SERVICES

Bridgend County Borough Council is seeking providers for the recommissioning of its General Supported Living services, in a major procurement valued at an estimated £82.24 million excluding VAT.

The procurement covers care and support funded through both Adult Social Care (ASC) and the Housing Support Grant. Seven geographical lots will be awarded as separate contracts, covering supported living services across Bridgend County Borough.

Providers will be expected to deliver sustainable and flexible models of support that help individuals become active members of their local communities. Services must be available 24 hours a day, 365 days a year, in accordance with individuals’ assessed needs.

Current benchmark information indicates approximately 8,979 hours of support per week are being delivered to 89 individuals across 34 housing units, although the Council has confirmed that these figures are provided for information and may change.

Service Model

The Council intends to continue using a locality-based approach, allowing providers to respond flexibly to changing individual needs, make effective use of available resources and work collaboratively with the wider community.

The seven lots cover different areas and levels of existing provision, meaning the procurement is intended to accommodate providers with different delivery capabilities.

Suppliers may bid for as many lots as they wish. However, to maintain a mixed provider market, an individual provider can be awarded a maximum of two lots.

Lots Available

Lot 1 – General Supported Living Services LOT 1 Pencoed

The current service comprises two schemes supporting five individuals, with approximately 197.5 daytime care and support hours per week. Night and outreach support also form part of the current provision.

Lot 2 – General Supported Living Services LOT 2 Maesteg

The current provision includes three schemes supporting 11 individuals, with two voids. Approximately 782.43 daytime care and support hours are currently delivered each week, alongside night and outreach provision.

Lot 3 – General Supported Living Services LOT 3 Tondu / Aberkenfig

This lot currently includes eight schemes supporting 21 individuals, with one void. Approximately 1,829.66 daytime care and support hours are delivered each week, together with sleep-in and waking-night provision and outreach support.

Lot 4 – General Supported Living Services LOT 4 Bridgend Town (West)

The current service comprises six schemes supporting 13 individuals. Approximately 933.5 daytime care and support hours are delivered each week, alongside sleep-in, waking-night and outreach provision.

Lot 5 – General Supported Living Services LOT 5 Bridgend Town (East)

This lot currently covers six schemes supporting 14 individuals, with four voids. Approximately 986.86 daytime care and support hours are delivered each week, together with night and outreach support.

Estimated Lot Value: £12,480,000 excluding VAT

Lot 6 – General Supported Living Services LOT 6 Pyle & Kenfig Hill

The current provision comprises seven schemes supporting 18 individuals, with one void. Approximately 1,388.50 daytime care and support hours are delivered each week, alongside sleep-in, waking-night and outreach arrangements.

Estimated Lot Value: £16,720,000 excluding VAT

Lot 7 – General Supported Living Services LOT 7 Porthcawl

This lot currently comprises two schemes supporting eight individuals. Approximately 402.53 daytime care and support hours are delivered each week, alongside shared sleep-in nights and outreach provision.

Estimated Lot Value: £4,560,000 excluding VAT

The activity figures supplied for each lot represent the position at the time of tender and may change before commencement or at subsequent service reviews.

Delivery Length: 1 April 2027 to 31 March 2031, with potential extensions to 31 March 2035 – up to 8 years

The deadline for supplier enquiries is 23 October 2026 at 5:00pm, with an estimated award decision date of 18 January 2027.

The initial contract period is four years. Subject to approval and funding, the Council can extend the contracts for up to another four years through two extension periods of up to 24 months each.

The procurement is being conducted as a single-stage open procedure under the light touch regime.

Lot Allocation

Although providers can tender for any number of lots, each provider can ultimately be awarded a maximum of two.

Where a provider submits the Most Advantageous Tender for more than two lots, the Council will use the supplier’s stated lot preferences to determine which two contracts are awarded to that provider.

Bidders must therefore rank their preferred lots using the Lot Preference Form included within the qualification requirements.

Where scores are tied, the Council will first consider the bidder with the highest Quality/Technical evaluation score. If bidders remain tied, the highest score achieved against the highest-weighted lot-specific question will determine the outcome.

Evaluation Criteria

Across the seven lots, the published overall evaluation weighting is:

  • Quality – 80%
  • Price – 20%
