RCC-1587 – Domiciliary Care (OPEN FRAMEWORK)

Rutland County Council is seeking domiciliary care providers to join a new Open Framework supporting people across Rutland, with an estimated total contract value of £20.31 million excluding VAT.

The service is intended to enable people requiring care and support to remain as independent, active and safe as possible. It will also focus on preventing, delaying or reducing care needs where possible, with providers expected to work in an integrated and person-centred way.

The Open Framework is expected to run for five years, from 1 January 2027 until 31 December 2031.

Framework Structure

The procurement will operate as an Open Framework through a single-stage process with no pre-qualification requirements.

Suppliers that consider themselves able to meet the requirements set out within the specification can submit a bid. Compliant submissions will then be evaluated against the published criteria.

For the initial framework period, the highest-scoring bidders will be appointed to the approved supplier pool. The procurement documentation states that the initial pool will then be locked for two years.

After this initial two-year period, the framework competition will reopen. Existing framework providers will be able to either submit a new bid or retain their original submission, while new suppliers will also have an opportunity to compete for a place.

The submissions will then be scored, with the highest-ranking suppliers appointed for the following two-year period.

Call-off work under the framework will be assigned according to service user choice. Where an individual has no preference or is unable to make a decision, work will be allocated according to framework ranking.

The deadline for supplier enquiries is 2 October 2026 at 12:00pm, with the Council currently expecting to make its award decision on 13 November 2026.

The framework will not charge suppliers a fee and will be available for use by Rutland County Council as the establishing authority.

The procurement is being carried out with support from Welland Procurement in its role as the buying organisation.

  • Quality – 100%

The procurement is being conducted under the light touch regime using an open procedure.

The opportunity has also been identified as particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).
