Sheffield City Council is seeking providers to deliver a range of supported housing services for people experiencing homelessness, rough sleeping and severe multiple disadvantage across Sheffield.

The procurement has an estimated total value of £8,531,183 excluding VAT and is divided into three lots covering supported accommodation for single men, single people and people experiencing severe multiple disadvantages.

Each service will provide accommodation alongside housing-related support, with an emphasis on trauma-informed approaches, stability, independence and helping individuals progress towards settled housing.

Lots Available

Lot 1 – Supported Housing Service for Single Men

This lot will provide supported housing for men who are homeless, rough sleeping, at risk of rough sleeping or at risk of repeat homelessness and require accommodation alongside housing-related support.

Providers will deliver a flexible combination of dispersed and scheme-based accommodation, supported by a trauma-informed and strengths-based approach.

The service will focus on helping individuals obtain and sustain accommodation, develop greater independence and successfully move into settled housing.

This provision forms part of Sheffield’s wider homelessness pathway and supports a planned reduction in reliance on larger hostel-based accommodation.

Estimated Lot Value: £3,779,240 excluding VAT

Delivery Length: 1 November 2027 to 31 October 2035 – 8 years

Lot 2 – Supported Housing Service for Single People

This lot covers supported housing for single people who are homeless, at risk of homelessness or rough sleeping and whose needs are not well met by existing or scheme-based provision.

The successful provider will deliver safe, dispersed, single-occupancy accommodation alongside flexible, inclusive and trauma-informed support.

The service will help individuals develop independence and work towards a successful move into settled housing.

Estimated Lot Value: £799,300 excluding VAT

Delivery Length: 1 October 2027 to 30 September 2035 – 8 years

Lot 3 – Supported Housing Service for People Experiencing Severe Multiple Disadvantages

This lot will provide safe and suitable accommodation alongside flexible housing-related support for people experiencing repeated homelessness, severe multiple disadvantage and high housing-related support needs.

Provision will focus on stabilising individuals’ circumstances, helping people sustain their accommodation and improving access to wider support.

The service will also support individuals to develop independence and progress towards settled housing.

Estimated Lot Value: £3,952,643 excluding VAT

Delivery Length: 1 June 2027 to 31 May 2035 – 8 years

Contract Value: £8,531,183 excluding VAT

Delivery Length: 8 years for each lot, with individual commencement dates between June and November 2027

The deadline for supplier enquiries is 9 October 2026 at 11:55pm, with the Council currently expecting to make its award decision on 17 December 2026.

All three lots have been identified as particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).

  • Quality / Method Statement Questions – 100%
  • Price – Pass/Fail (0% weighting)

The procurement is being conducted through an open procedure under the light touch regime.
