Derbyshire County Council is seeking to appoint a provider, or consortium led by a single provider, to deliver countywide domestic abuse support services for victims and survivors of all ages and genders across Derbyshire, excluding Derby City.
The service is intended to provide accessible, trauma-informed support for individuals experiencing domestic abuse, with a focus on improving safety, wellbeing and long-term outcomes. Commissioned in partnership with the Derbyshire Office of the Police and Crime Commissioner (OPCC), the contract will combine community-based support, accommodation-based services including refuge provision, and a single point of access delivered through a dedicated domestic abuse helpline and online service.
Support for children and families forms a core element of the service model. The Council has stipulated that at least 20% of the total contract value must be allocated to services supporting children and young people up to their 18th birthday.
The successful provider will be expected to deliver a coordinated service across all eight district and borough areas of Derbyshire (excluding Derby City), providing both practical and emotional support for victims, survivors, professionals and families.
The Council welcomes submissions from both sole providers and consortia capable of delivering a cohesive countywide model.

The Council has advised that the contract may be affected by Local Government Reorganisation (LGR) anticipated in April 2028. The contract may therefore be novated or modified in accordance with the Procurement Act 2023 if new council arrangements are introduced.
The authority also reserves the right to modify the contract where additional funding becomes available, service demand changes, new service requirements emerge, or evidenced cost pressures arise, provided any changes remain within the overall scope of the contract.
