Sheffield City Council Awards £8.9 Million Technology Enabled Care Transformation Contract

Sheffield City Council has awarded a contract worth £8.9 million to Taking Care Personal Alarms Limited to lead the transformation of its Technology Enabled Care (TEC) service.

The contract will see the council move from a traditional telecare model to a modern, digital, outcomes-based and preventative service embedded across Adult Social Care. Rather than providing equipment and monitoring alone, the successful supplier will act as a strategic delivery partner, supporting system-wide transformation, innovation and the adoption of a “TEC First” approach across adult health and social care pathways.

The contract also includes supporting interoperability, delivering measurable outcomes and financial savings, working collaboratively with the council’s in-house City Wide Care Alarms service, and upskilling council employees to enable the transfer of key responsibilities during the third year of the contract.

The agreement has an estimated value of £8,924,399.50 excluding VAT (£10,709,279.40 including VAT).

The contract is expected to commence on 1 August 2026 and run until 31 July 2031, with an optional 24-month extension that could extend the agreement until 31 July 2033.

A total of five tenders were received and assessed through an open procedure under the Light Touch Regime. One supplier was awarded the contract, while the unsuccessful bidders were CAREIUM UK Limited, GBR Digital Health Solutions Ltd, Medequip Connect, and Tunstall Healthcare (UK) Limited.
