Rhondda Cynon Taf CBC Awards Development Agreement for Supported Living Accommodation and Learning Disability Day Centre

Rhondda Cynon Taf County Borough Council has awarded a development agreement to Hafod Housing Association Ltd for the development and management of a supported living accommodation scheme and learning disability day centre at the former Garth Olwg Residential Care Home site in Church Village, Pontypridd.

The contract has an estimated value of £12 million (excluding VAT) and was awarded following a competitive flexible procedure.

Under the agreement, the appointed development partner will design, obtain planning permission for, construct, deliver and manage the new facility. The council states that the development partner is expected to secure relevant Welsh Government grant funding for the project. Depending on the level of funding secured, the council may make a financial contribution towards the scheme.

Once operational, a service level agreement will be established between the council and Hafod Housing Association for the management of the facility, including ongoing service charges and costs.

The contract is expected to commence on 31 July 2026 and run until 30 July 2061, with an option to extend until 30 July 2071. According to the award notice, the agreement comprises a five-year Development Agreement, which includes a 30-year Nomination and Service Agreement, together with an option to extend for a further 10 years, giving a potential maximum contract period of 45 years.

The award decision was made on 25 June 2026, with the earliest contract signature date scheduled for 31 July 2026following completion of the standstill period.

The procurement attracted one tender, which progressed through to the final assessment stage.
