Portsmouth City Council has awarded places on a new Open Framework for the provision of home-based care services.
The framework will commence on 20 July 2026 and will operate for eight years. It will provide home-based care services primarily in Portsmouth, and occasionally in the surrounding area, supporting people to remain living successfully in their own homes.
The framework is split into three lots:
The Council states that the framework will reopen once within the first three years and at least once during the remaining five-year term, in accordance with Regulation 49 of the Procurement Act 2023. The Council may also reopen the framework earlier if required.
The framework currently supports approximately 60,000 to 65,000 hours of home care each month across 1,000 to 1,200 clients.

Framework lot values may be shared with other lots.
A total of 41 providers have been appointed to Lot 1 – Standard Home-Based Care, while 40 providers have been appointed to both Lot 2 – Complex Home-Based Care and Lot 3 – Take a Break.
Award decisions for all three lots were made on 25 June 2026, with contracts expected to commence on 20 July 2026, following the voluntary standstill period.
The procurement was conducted using a competitive flexible procedure under the Light Touch regime.
