Short Breaks for Children and Young People with Disabilities and their Families (2024)

Redcar & Cleveland Borough Council has opened a framework for the provision of short breaks services for children and young people with disabilities and their families across the borough.

The framework covers a range of short break and support services designed to provide opportunities for children and young people while also supporting families and carers.

Lots Available

The framework has been divided into four lots:

  • Lot 1 – Clubs
    Clubs delivered in accessible venues within Redcar and Cleveland identified by providers. This may include after-school clubs, weekend clubs, and holiday clubs.
  • Lot 2 – Individual Support Services
    Personalised support services tailored to individual needs, typically delivered on a 1:1 basis or higher. Support may be delivered within the family home or within the community.
  • Lot 3 – Overnight Support Away from Home
    Overnight support delivered outside of the family home within a registered venue or home.
  • Lot 4 – Services in the Community
    Community or outreach-based services not covered under Lots 2 or 3 that can provide specialist short break support.

According to the Council, the framework will remain open for new provider submissions throughout the contract term, with applications evaluated every six months in line with the published Schedule of Framework Openings.

Evaluation Criteria

The framework will be evaluated using:

  • Quality – 90%
  • Social Value – 10%

CQC and Ofsted Requirements

Providers must hold registration with the Care Quality Commission and maintain a rating of “Good” or above.

The Council confirmed that providers awaiting their first CQC inspection are still permitted to apply.

Ofsted registration is also required where applicable.

The framework reflects continued investment in flexible short break services aimed at supporting children and young people with disabilities, while also providing support and respite opportunities for families across Redcar and Cleveland.
