Advocacy Services for Brent and Harrow

The London Borough of Brent, acting on behalf of both Brent and the London Borough of Harrow, is inviting tenders for the provision of statutory advocacy services across the two boroughs.

The procurement covers the delivery of Care Act Advocacy, Independent Mental Health Advocacy (IMHA), Independent Mental Capacity Advocacy (IMCA), and the Relevant Person’s Paid Representative (RPPR) service. The councils state that advocacy is intended for individuals who lack capacity, require support to understand complex legislation, or need assistance to ensure their views, wishes, and preferences are represented in relation to their care, medical treatment, or accommodation.

The procurement is being undertaken under the Light Touch Regime using an Open Procedure and is particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs). Each council will enter into its own contract with the successful provider.

Service Overview

The successful provider will deliver statutory advocacy services, including:

  • Care Act Advocacy
  • Independent Mental Health Advocacy (IMHA)
  • Independent Mental Capacity Advocacy (IMCA)
  • Relevant Person’s Paid Representative (RPPR)

The service will support individuals who lack capacity, require assistance in understanding complex legislation, or need support to ensure their voice is heard and their preferences are known regarding their care, medical treatment, or where they live.

  • Price: 50%
  • Quality: 40%
  • Social Value: 10%
