Liverpool City Council is seeking to appoint a suitably experienced provider to deliver a high-quality, short-stay intensive accommodation-based support service for adults aged 18 and over, without dependent children, who are using drugs and/or alcohol, experiencing homelessness or housing instability, and are motivated to make positive changes.
The procurement is being undertaken through a Light Touch Open Procedure and is open to suitably qualified providers.
The commissioned service will provide short-stay intensive accommodation-based support for adults across Liverpool.

Contract Value – £750,592.45 excluding VAT
Delivery Length – 4 January 2027 to 31 March 2028, with the option to extend for a further 12 months in any number of configurations, at the sole discretion of the Council.

The procurement documentation states that quality submissions will be assessed using a 0–5 scoring methodology. Bidders are required to submit a detailed price schedule that remains within the stated budget. Social Value commitments will be evaluated against measures within the national TOMs Social Value Framework.
The procurement is being conducted using a Light Touch Open Procedure.
The initial contract term is 15 months. The Council has confirmed that any extension will be at its sole discretion, taking into account contract management, performance monitoring, ongoing requirements and the future scope of the service.
