Birmingham City Council is seeking a single provider to deliver home support services for adults at Approved Premises and HM Prison Birmingham through a Light Touch Open Procedure.
The service is intended to meet the Council’s responsibilities under the Care Act 2014 for adults in custody who have eligible care and support needs. The contract will provide person-centred support for eligible prisoners and individuals residing in Approved Premises, with the aim of promoting independence, wellbeing and improved quality of life.
The commissioned service will support adults at HM Prison Birmingham and Approved Premises who have eligible adult social care needs.

The specification notes that referral processes for adult social care will be in place from the start of the contract, with individuals also able to self-refer. The Council will be responsible for prisoners who meet the eligibility criteria, while the Prison will continue to meet the needs of those who do not.

Contract Value – £2,180,854 excluding VAT
Delivery Length – 1 November 2026 to 31 October 2031, with the option to extend for up to a further 2 years, subject to satisfactory performance and funding availability.

The Council has confirmed that TUPE applies to this contract. TUPE information will be released following receipt of a signed TUPE Confidentiality Agreement submitted via the In-tend portal.
