WMFS Counselling Service

West Midlands Fire and Rescue Authority is seeking a provider to deliver a face-to-face counselling service under the Light Touch Regime. The contract is being procured under Part 6 of the Procurement Act for below-threshold contracts.

The opportunity is aimed at providing counselling services within the West Midlands and is reserved for eligible suppliers based in the region, including small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).

The Authority is procuring a face-to-face counselling service.

The contract will be delivered under the Light Touch Regime using a below-threshold open competition.

Participation in the procurement is reserved for:

• Suppliers from the West Midlands
• Small and medium-sized enterprises (SMEs)
• Voluntary, Community and Social Enterprises (VCSEs)

Contract Value: £90,000 (including VAT)

Delivery Length: 7 October 2026 to 6 October 2027, with the option to extend by three additional one-year periods (1+1+1+1), giving a maximum contract term of four years.

Qualifying bids will be evaluated using:

• Price – 50%
• Quality – 40%
• Social Value – 10%
