25076 Homecare Framework

Cambridgeshire County Council has launched a procurement to establish the 25076 Homecare Framework, creating a multi-provider framework for the commissioning of regulated homecare services for adults across Cambridgeshire.

The framework will cover the delivery of regulated homecare services for adults aged 18 and over, including older people, people with physical disabilities, learning disabilities, autism, mental health needs and other eligible service users. Services will be commissioned across defined geographic areas to support local responsiveness, continuity of care and stronger partnership working with health and community services.

The Council states that the new framework is intended to strengthen local care markets, improve consistency and quality of care provision, support a sustainable provider base and embed strengths-based, preventative approaches to care. Providers will also be expected to demonstrate high standards of safeguarding, workforce development and collaborative working with the Council, NHS partners and the voluntary sector.

Lots Available

The framework has been divided into 17 lots, including:

  • 15 locality-based homecare zones across Cambridgeshire.
  • Countywide Live-in Care.
  • Countywide Night-time Care (sleeping and waking nights).

Providers may bid for a maximum of eight lots and may be awarded up to four lots.

Delivery Length: Initial contract from 1 November 2027 to 31 October 2030, with optional extensions of 24 months, 36 months and 24 months (maximum term to 31 October 2037)

Framework Information

The framework will:

  • Deliver regulated homecare services on a locality basis across Cambridgeshire.
  • Include countywide provision for live-in care and night-time care.
  • Support adults with physical disabilities, learning disabilities, autism, mental health needs, older people and other eligible service users.
  • Enable providers to work closely with health, community and voluntary sector partners.

The Council has confirmed that providers will be ranked using a Price Per Quality Point (PPQP) methodology. While providers may bid for up to eight lots, no organisation may be awarded more than four locality lots.

Although the framework establishes maximum provider numbers within each geographical zone, the Council has confirmed that additional providers may be added during the lifetime of the framework where required to meet demand through a future procurement process.

Evaluation Criteria

The framework will be awarded using the Price Per Quality Point (PPQP) evaluation methodology.

The Council will divide each bidder’s submitted price by its total quality score to calculate the PPQP score. Compliant bidders will then be ranked from lowest to highest PPQP and allocated to lots in accordance with the award methodology detailed within the tender documentation.

Procurement Information

The procurement is being conducted using a Competitive Flexible Procedure under the Light Touch Regime.

The procurement will take place in two stages:

  • Stage 1: Procurement Specific Questionnaire (PSQ) to assess minimum eligibility requirements.
  • Stage 2: Invitation to Tender (ITT) for shortlisted providers.

The opportunity has been identified as being suitable for:

  • Small and medium-sized enterprises (SMEs)
  • Voluntary, Community and Social Enterprises (VCSEs)

The Council has also advised that the framework may be affected by future Local Government Reorganisation, which could result in contract modifications, changes in service volumes or amendments to service requirements during the contract term.

The opportunity represents one of the largest homecare procurements currently available in England, providing long-term opportunities for providers delivering locality-based homecare, live-in care and night-time care services while supporting the development of resilient, place-based care markets across Cambridgeshire.
