NHS South Yorkshire ICB Rotherham Severe Mental Illness(SMI) Living Well Service

NHS South Yorkshire Integrated Care Board is seeking a provider to deliver the Rotherham Severe Mental Illness (SMI) Living Well Service, supporting adults with severe mental illness to access appropriate support within their local communities.

The service will form part of Rotherham’s Healthy Neighbourhoods approach, with staff working alongside neighbourhood multidisciplinary teams across North, East, South and West Rotherham.

The model is intended to help people remain well, access support at an earlier stage, improve their physical and mental wellbeing and address barriers that can contribute to poorer health outcomes.

During the 2026/27 Healthy Neighbourhoods shadow implementation period, the successful provider will be expected to contribute to the development and testing of neighbourhood-based working arrangements.

As needs may vary between neighbourhoods and change over time, the service will need to operate flexibly and respond to emerging needs and local priorities.

Until the Healthy Neighbourhoods arrangements are fully established, the service will operate as part of the Rotherham Primary Care Integrated Mental Health Hubs.

People requiring support solely from the SMI Living Well Service can be referred directly to the service without first accessing a Primary Care Integrated Mental Health Hub. Individuals who may require broader mental health assessment, treatment or support will instead be referred through the Hub.

The procurement is being conducted through an open procedure under the light touch regime.

The opportunity is identified as particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).

The estimated award decision date is 30 October 2026.

The procurement provides an opportunity for mental health and community support organisations capable of working collaboratively within multidisciplinary and neighbourhood-based services. The model reflects a wider focus on providing earlier, locally accessible support for adults living with severe mental illness while improving both physical and mental wellbeing.
