Pilot Violence Against Women and Girls Street Safety Project

West Oxfordshire District Council is seeking a provider to deliver a pilot Violence Against Women and Girls (VAWG) street safety project focused on engaging young women and girls, raising awareness and improving community responses to inappropriate behaviour.

The programme will combine street-based performance, community Bystander Intervention Training and a communications campaign, with a theatre group taking a lead role in developing and delivering the performance element.

The Council states that the project has been developed in response to local and national evidence highlighting concerns around gender-based violence, sexism, harassment and the safety of young women and girls.

Programme Requirements

The programme will be delivered through three main areas:

  • Development and delivery of street-based performances
  • Delivery of Bystander Intervention Training within communities
  • A communications campaign designed to reinforce the project’s messages and extend its reach

Young women and girls will be involved through workshops supporting the development of the performance.

The work will also be trauma-informed, with a specialist group commissioned throughout the delivery of the programme.

Bystander Intervention Training will form another element of the project, helping members of the public better understand how to respond when witnessing inappropriate behaviours.

Theatre and Performance

The commissioned theatre group will take a lead role in the performance element of the programme.

Its involvement will extend from research and development through to the delivery and evaluation of the performances.

The approach is intended to incorporate the voices and experiences of young women and girls while using performance as part of the wider street safety programme.

Buyer: West Oxfordshire District Council

Deadline: 2 October 2026, 5:00pm

Contract Value: £30,000 excluding VAT (£36,000 including VAT)

Delivery Length: 2 November 2026 to 31 January 2028

The commission combines creative performance with practical community intervention and wider awareness activity.
