Location: London

2425-0692 Supported Housing and Floating Support Framework

The London Borough of Islington is establishing an eight-year Supported Housing and Floating Support Framework, with an estimated total value of £200,000,000 including VAT.

The framework will enable the council to commission a range of supported housing and floating support services for people with different levels of need. The services aim to help residents maintain their tenancies, reduce homelessness, improve health and wellbeing, and develop greater independence.

Service Lots

The framework is divided into four lots:

– Lot 1 – Complex Long-Term Supported Living: £50,000,000 (including VAT)
24-hour intensive supported living for people with complex mental health needs, providing psychologically informed support focused on daily living skills, independence and maintaining wellbeing.

– Lot 2 – High Support Transitional Supported Accommodation: £50,000,000 (including VAT)
24-hour staffed accommodation for people with multiple and complex needs, focusing on stabilisation, harm minimisation, recovery and preparing residents for independent living. Stays are expected to be up to 24 months.

– Lot 3 – Medium to Low Support Transitional Supported Accommodation: £50,000,000 (including VAT)
Flexible accommodation and support for people with medium to low support needs, helping them develop practical life skills, confidence and independence before moving into more independent accommodation. Stays are expected to be up to 24 months.

– Lot 4 – Floating Support Services: £50,000,000 (including VAT)
Community-based support delivered in people’s homes and local settings, including housing-related support and street homelessness outreach. Services will help residents maintain or move into settled accommodation and reduce reliance on more intensive support.

Framework lot values may be shared with other lots.

Service Requirements

The framework will provide a flexible range of supported housing and floating support services to meet residents’ varying needs and circumstances.

Supported housing services will provide accommodation alongside care, support and/or supervision to help residents live independently. This may include tenancy management, daily living skills and accessing community services.

Floating support will be delivered outside specific accommodation, including in residents’ own homes, community settings and council facilities. It may also include street homelessness outreach.

All services will work towards agreed outcomes relating to tenancy sustainment, reducing homelessness, promoting health and wellbeing, and achieving greater independence.

Services will be commissioned according to local demand, available funding and the availability of suitable buildings for accommodation-based provision.
