Leicester City Council has awarded a contract for additional services to support the delivery of its Recovery Hub programme, which provides rehabilitation and recovery support for people affected by substance misuse.
The contract has been awarded to Inclusion Healthcare Social Enterprise CIC and is funded through the Office for Health Improvement and Disparities’ Drug and Alcohol Treatment and Recovery Improvement Grant.
The additional services will operate alongside the council’s existing Recovery Hub contract and will fund additional posts to support ongoing work and initiatives within the service. The council stated that the roles must be employed by the holder of the core Recovery Hub contract.
The agreement is valued at £282,988.80, which is VAT exempt, and will run until 31 March 2027. Subject to satisfactory performance and agreement by the authority, the contract may be extended by up to two further 12-month periods, potentially taking the arrangement through to 31 March 2029.
The award was made under the Provider Selection Regime 2023 using Direct Award Process A. Leicester City Council noted that the provisions of the Procurement Act 2023 do not apply to this award.
The council confirmed that the award decision was made by its Specialist Procurement Team Manager, Legal representatives, Head of Finance and Divisional Director for Public Health. No conflicts of interest were identified during the decision-making process.
