HPFT Awards Mental Health Rehabilitation Services Contract to Turning Point

Hertfordshire Partnership University NHS Foundation Trust (HPFT) has awarded a contract for the delivery of two intensive mental health rehabilitation services to Turning Point (Services) Ltd following an open procurement procedure.

The contract is valued at £7,182,207.67 and is expected to commence on 5 October 2026, running until 4 October 2029, with the option to extend for up to a further three years through 1+1+1-year extensions.

The contract covers two Intensive Enablement services in Hertfordshire under a single agreement:

• Midpoint, an Intensive Enablement and Discharge to Assess Service in Stevenage with 14 beds.
• Stewarts, a new Intensive Enablement Service in Harpenden with 14 beds, which is not yet operational.

Both properties are owned by Hertfordshire County Council.

According to the contract notice, the services are block commissioned for people with functional mental illness, often with complex needs. The rehabilitation pathway is designed to support service users into semi-independent or independent living and enable them to return to living and participating in community activities.

The award decision was made on 23 June 2026, with the earliest contract signature date scheduled for 8 July 2026, following the completion of the standstill period.
