Gloucestershire County Council has established a new open framework for the provision of supported accommodation services for young people aged 16 and over.
The framework is designed to provide a range of accommodation and support options for young people, including solo and multi-occupancy placements with varying levels of staffing and key worker support. The arrangement will support the council in securing appropriate accommodation and care services across Gloucestershire.
The framework will initially run for three years from July 2026 to April 2029, with the option to extend for a further two years through two 12-month extensions. Under the Procurement Act 2023, the framework will be reopened during the third year of the initial term to allow additional providers to join.
The procurement was conducted as an open procedure under the Light Touch Regime and is structured across six lots covering solo and multi-occupancy accommodation models, including 24-hour staffed provision, overnight support arrangements and key worker-led services.
Each lot has an estimated value of £8 million including VAT, with framework values potentially shared across multiple lots.
The framework attracted significant market interest, with between eight and twenty-five tenders received across the six lots. Award decisions were made on 29 May 2026, with contracts expected to commence on 1 July 2026.
The new framework will provide Gloucestershire County Council with access to a broad network of specialist accommodation providers, supporting young people as they transition towards greater independence while ensuring appropriate levels of accommodation and support are available across the county.
