East Staffordshire Borough Council Awards Multi-Lot Homelessness Services Contracts

East Staffordshire Borough Council has awarded a series of contracts for the delivery of homelessness services across the borough, covering temporary accommodation, emergency support, Housing First provision and floating support services.

The multi-lot procurement was designed to strengthen homelessness prevention and support pathways, providing accommodation and wraparound services for rough sleepers and other people experiencing homelessness.

The contracts were awarded following an open procurement process, with services scheduled to commence on 1 July 2026 and run until 31 March 2029.

Temporary Bed Spaces Awarded to Derventio Housing Trust

Lot 1 – Temporary Bed Spaces has been awarded to Derventio Housing Trust.

The contract, valued at £220,000 including VAT, will provide supported bed spaces to be used as temporary accommodation for people experiencing homelessness.

YMCA Selected for Emergency Accommodation and Navigator Service

Lot 2 – Emergency Bed Spaces and Navigator Service has been awarded to Burton upon Trent and District YMCA.

Valued at £165,000 including VAT, the contract will provide supported emergency accommodation alongside a navigator service designed to help individuals access support and move towards more stable housing solutions.

Housing First Contract Awarded to Trent and Dove

Lot 3 – Housing First has been awarded to Trent and Dove Housing Association.

The contract is valued at £145,750 including VAT and will provide two new Housing First social rented tenancies each year for individuals experiencing entrenched homelessness and complex needs. The service will include intensive wraparound support for both existing and new tenants.

Floating Support Service Also Awarded to Trent and Dove

Lot 4 – Stage 2 Floating Support has also been awarded to Trent and Dove Housing Association.

Valued at £118,250 including VAT, the service will provide floating support to 11 self-contained Stage 2 properties that act as a stepping stone towards independent living for individuals who have already spent time in shared supported accommodation.

Supporting Homelessness Prevention and Recovery

Together, the four contracts form part of East Staffordshire Borough Council’s wider approach to tackling homelessness and supporting individuals through different stages of their housing journey, from emergency accommodation through to independent living.
