Bradford Council Awards £28 Million Housing Support Contracts Across Four Service Lots

City of Bradford Metropolitan District Council has awarded a series of contracts for the delivery of housing-related support services across the district, covering supported accommodation, respite services and community-based support for adults and families.

The procurement sought providers to deliver a range of services aimed at supporting people with housing and support needs, helping individuals maintain accommodation, increase independence and access appropriate support within the community.

The contracts, awarded under the Light Touch Regime following an open procedure, have a combined value of more than £28 million including VAT across four service lots.

Horton Housing Secures Two Accommodation Contracts

Horton Housing Support Limited has been awarded both Lot 1 and Lot 2.

Lot 1 – Short Term Accommodation with Support to Independence

The largest contract in the programme, valued at £12.5 million including VAT, will provide short-term supported accommodation for adults across the Bradford district, helping individuals progress towards independent living.

Lot 2 – Bradford Respite and Intermediate Support Service (BRICSS)

Valued at £1.98 million including VAT, the BRICSS service will provide respite and intermediate support provision for residents requiring additional housing-related assistance.

Waythrough Awarded Community Support Contract

Waythrough has been awarded Lot 3 – Floating Support in the Community: Single Adults.

The contract is valued at £11.9 million including VAT and will provide floating support services to single adults living within the community, helping individuals sustain tenancies and access wider support services.

Bevan Community Benefit Society Wins Family Support Lot

Bevan Community Benefit Society has secured Lot 4 – Floating Support in the Community: Families.

Valued at £1.68 million including VAT, the service will provide housing-related support to families across the Bradford district.

Four-Year Contracts with Extension Options

All four contracts are scheduled to commence on 1 October 2026 and run until 30 September 2030.

The council has included options to extend each contract by up to a further three years, potentially continuing services until 30 September 2033, subject to budget availability and satisfactory performance.

Care Leavers Lot Not Awarded

Bradford Council also included a fifth lot covering 18+ Care Leavers Accommodation and Support. However, the council confirmed that no award was made for this lot following the procurement process.
