Barnsley Council Awards Specialist Supported Living Contract for Autistic Adults

Barnsley Metropolitan Borough Council has awarded a contract for the delivery of a specialist supported living service for autistic adults at Dillington Mews, a community-based supported living scheme within the borough.

The contract has been awarded to Turning Point following an open procurement process and is valued at £3.23 million over the initial contract term.

The service is designed to provide high-quality, person-centred support that enables autistic adults to maintain their own tenancy, develop independent living skills and, where appropriate, move towards greater independence within the community.

Operating from Dillington Mews, the service will provide an inclusive and safe environment aimed at helping individuals thrive both within their home and the wider community.

The contract model combines a block element and a spot-purchased support element. The block provision guarantees a continuous waking staff presence 24 hours a day throughout the year, forming the core support structure for residents. Additional one-to-one support will be provided through a flexible spot-purchase arrangement, enabling support levels to increase or decrease in line with individual assessed needs.

Barnsley Council estimated annual expenditure for the service at approximately £466,333, comprising an estimated £209,770 per year for the block contract and £256,563 per year for additional support requirements.

The contract is scheduled to commence on 1 October 2026 and run until 30 September 2031, with the option to extend for a further two years through to 30 September 2033, subject to performance and ongoing service requirements.
