Greater Manchester Combined Authority (GMCA), through its Regional Care Cooperative (RCC), is establishing a £20 million supported accommodation framework for children aged 16–17 transitioning from care and care-experienced young people.
The eight-year open framework aims to increase access to safe, supported accommodation and coordinated services as young people prepare for adulthood. Where a young person receives support across different lots, providers will be expected to collaborate to deliver a coordinated pathway.
Providers can bid for and be awarded one lot only. The framework has no stated maximum number of suppliers and call-offs will be made through direct awards without further competition.

The framework can be used by the 10 Greater Manchester councils and is identified as particularly suitable for SMEs and voluntary, community and social enterprises (VCSEs).
The process includes an initial pass/fail selection stage followed by written evaluation and a shortlisted interview and scenario-based presentation. The final stage will include questions from a young people’s panel.
The framework represents a significant long-term opportunity for supported accommodation and specialist support providers working with care-experienced young people across Greater Manchester.
