Special Educational Needs and Disabilities (SEND) Mediation and Disagreement Resolution Service

Blackpool Borough Council is seeking a provider to deliver its statutory SEND Mediation and Disagreement Resolution Service.

The service will provide impartial and independent support to resolve disputes between families, the Council and education providers in accordance with the SEND Code of Practice.

Quality assessment will focus on areas including relevant experience, service delivery and outcomes, case management, staffing, engagement, business continuity, safeguarding and GDPR.

Provider Requirements

Mediators must hold appropriate qualifications and accreditation through the Civil Mediation Council and College of Mediators Professional Standards Framework, or an equivalent recognised professional standard.

Providers must also meet statutory SEND mediation timescales, safeguarding and data protection requirements, with appropriate DBS checks for staff.

The opportunity is particularly suitable for SMEs and voluntary, community and social enterprises with experience delivering independent SEND mediation and disagreement resolution.
