CPU7343 – Homelessness Prevention Services – Open Framework

Nottingham City Council is seeking experienced and qualified providers to join a multi-supplier Open Framework for Homelessness Prevention Services.

The framework covers accommodation-based and community-based support for people experiencing, or at risk of, homelessness.

Lots

Lot 1 – Accommodation Based Services (ABS)

Services may include emergency and temporary accommodation, supported and specialist accommodation, move-on provision and housing-led accommodation.

Lot 2 – Community Based Services (CBS)

Services may include housing advice, early intervention, homelessness prevention, tenancy sustainment, resettlement, outreach, rough sleeping prevention and specialist housing-related support.

Suppliers can apply for either or both lots. There is no limit on the number of suppliers that can be appointed to each lot.

Buyer: Nottingham City Council

Deadline: 4 November 2026, 10:00am

Contract Value: £80,000,000 excluding VAT

Delivery Length: Initial framework anticipated from 8 January 2027 to 31 December 2029, with the overall Open Framework scheme running to a maximum of eight years and an estimated end date of 31 December 2034.

Evaluation Criteria

Quality: 100%

The procurement also includes pass/fail stages covering the initial tender review, Procurement Specific Questionnaire, quality requirements and final qualification checks where required.

The framework will allow call-off contracts to be awarded either directly or through competitive selection procedures. The framework may also be reopened to new suppliers during its term.

The opportunity provides a significant route for homelessness, supported accommodation and housing-related support providers to access future commissioned services in Nottingham.
