Assertive Outreach Rough Sleepers

Caerphilly County Borough Council is seeking a provider to deliver a Housing Related Support (HRS) Assertive Outreach Service for rough sleepers, with an estimated contract value of £2.4 million excluding VAT.

The service will operate through an outcomes-based model, with the appointed provider expected to develop flexible and innovative support that helps vulnerable people move towards greater independence. The contract will initially run for four years, with extensions potentially taking delivery to January 2035.

Service Requirements

The commissioned service will provide proactive assertive outreach and housing-related support to rough sleepers.

Support will be based on individual need and designed to prevent problems from escalating, reducing pressure on services including health and social care through early intervention.

The wider Housing Support Grant programme supports people experiencing a range of vulnerabilities, including homelessness, mental ill health, learning disabilities, substance misuse, involvement with the criminal justice system and abuse.

  • Quality – 80%
  • Cost – 20%

The quality assessment is divided into:

  • Tender Response – 10%
  • Interview – 50%
  • Case Study – 20%

The interview therefore represents the largest individual component of the overall evaluation.

Housing Support Grant

The service forms part of the Housing Support Grant approach to helping vulnerable people live as independently as possible within their own homes or other appropriate accommodation.
