Oral Health Programme

The London Borough of Ealing Council is seeking to appoint the most suitable provider to deliver its Oral Health Programme under the Health Care Services (Provider Selection Regime) Regulations 2023. The programme will work alongside the existing Community Dental Service (CDS) to improve oral health outcomes across the borough through prevention, education and community engagement.

The successful provider will work with the Council and key stakeholders, including community group representatives, to identify oral health needs, address gaps in provision and develop services that align with national and local strategic priorities.

The contract includes responsibility for delivering:

• Oral health promotion, including training and workshops
• Supervised Toothbrushing Programme
• School Fluoride Varnish Programme
• Oral health education, outreach and engagement events
• Outreach work showcase events and the Community Oral Health Advocate/Leads Network
• Communication and promotional materials
• Oral health resources and packs

Deadline – 31 July 2026, 12:00pm

Contract Value – £875,000 (excluding VAT)

Delivery Length – 1 October 2026 to 30 September 2029, with the option to extend for a further two years.

Regulatory Information

The Council is following the Most Suitable Provider process under the Health Care Services (Provider Selection Regime) Regulations 2023, specifically Regulations 6(6) and 10, to award this contract.

The procurement is being conducted as an Open Procedure under the Light Touch regime.

The programme will complement the existing Community Dental Service by delivering preventative oral health initiatives and community-based engagement designed to address local oral health needs across the London Borough of Ealing.
