PUB26066 – Specialist Stop Smoking Service

Torbay Council is seeking a provider to deliver a Specialist Stop Smoking Service for adult residents across Torbay. The service will support people to reduce and quit smoking, as well as long-term vaping, through a combination of behavioural support, pharmacological interventions and community engagement.

The successful provider will be responsible for delivering regular public awareness campaigns, establishing and training a network of people working and volunteering across Torbay to provide smoking and vaping advice, and offering self-directed support tools. The service will also provide behavioural and pharmacological support through face-to-face appointments, telephone support and a fully digital app-based service, alongside outreach activities designed to improve engagement and outcomes for underserved communities.

The provider will be expected to maintain a competent workforce, deliver services in line with national guidance and work collaboratively with partners to reduce smoking prevalence across Torbay in support of the UK Government’s Smokefree 2030 ambition.

Delivery Length – 1 April 2027 to 31 March 2030, with the option to extend for up to a further three years until 31 March 2033.

The procurement will be evaluated using:

• Method Statements (Quality) – 65%
• Price – 20%
• Qualitative Social Value – 7%
• Technical Questions – 5%
• Quantitative Social Value – 3%

Participation Requirements

Tenderers must demonstrate:

• Financial capacity, including the ability to obtain the required insurances before contract commencement.
• Appropriate data protection arrangements.
• Modern slavery compliance.
• Relevant policies, procedures and accreditations required to deliver the contract.

Contract Information

The Council has identified several circumstances where the contract may require modification during its term. These include changes in demand, legislative or NICE guidance updates, changes to local authority boundaries resulting from Local Government Reorganisation, alterations to NHS Digital or Office for Health Improvement and Disparities reporting requirements, future public health emergencies, and the possible transfer of responsibility for pharmacy and GP stop smoking prescribing arrangements. Any modifications will be managed collaboratively with the successful provider in accordance with the contract terms.
