Torbay Council is seeking a provider to deliver a Specialist Stop Smoking Service for adult residents across Torbay. The service will support people to reduce and quit smoking, as well as long-term vaping, through a combination of behavioural support, pharmacological interventions and community engagement.
The successful provider will be responsible for delivering regular public awareness campaigns, establishing and training a network of people working and volunteering across Torbay to provide smoking and vaping advice, and offering self-directed support tools. The service will also provide behavioural and pharmacological support through face-to-face appointments, telephone support and a fully digital app-based service, alongside outreach activities designed to improve engagement and outcomes for underserved communities.
The provider will be expected to maintain a competent workforce, deliver services in line with national guidance and work collaboratively with partners to reduce smoking prevalence across Torbay in support of the UK Government’s Smokefree 2030 ambition.

The Council has identified several circumstances where the contract may require modification during its term. These include changes in demand, legislative or NICE guidance updates, changes to local authority boundaries resulting from Local Government Reorganisation, alterations to NHS Digital or Office for Health Improvement and Disparities reporting requirements, future public health emergencies, and the possible transfer of responsibility for pharmacy and GP stop smoking prescribing arrangements. Any modifications will be managed collaboratively with the successful provider in accordance with the contract terms.
This procurement represents a significant opportunity for providers with expertise in smoking cessation and behavioural support to deliver an integrated specialist service that combines prevention, treatment, digital support and community outreach, helping reduce smoking prevalence and improve public health outcomes across Torbay.
