Kingston Upon Hull City Council intends to award a contract for drug and alcohol treatment and recovery services to Intuitive Thinking Skills Ltd under the Health Care Services (Provider Selection Regime) Regulations 2023. The £187,500 contract is intended to support recovery outcomes, reduce drug- and alcohol-related harm, and improve integration between treatment, healthcare and criminal justice services.
The contract will support Hull’s drug and alcohol treatment and recovery system, aligned with the UK Government’s From Harm to Hope drug strategy. The service aims to improve treatment engagement, recovery outcomes and health outcomes while reducing drug- and alcohol-related harm.
Key objectives include:
The notice states that the award criteria are detailed in the procurement documents. The published notice identifies the following key criteria, each assessed on a pass/fail basis:
The Council intends to use the Direct Award Option C process because it considers the existing provider likely to meet the proposed contract requirements to a sufficient standard. The notice states that the procurement is governed by the Health Care Services (Provider Selection Regime) Regulations 2023; the Procurement Act does not apply to this award.
The contract is not divided into lots. Variants and contract options are not permitted. Providers wishing to make representations about the intended award must contact the Council’s decision-makers by midnight on 27 October 2026.
This opportunity may be relevant to organisations delivering drug and alcohol treatment, rehabilitation, recovery support and integrated public health services. However, the notice concerns an intention to award to an existing provider rather than an open competition for new bids.
