19 Providers Appointed to DoLS Assessment Framework

Council Awards Framework for Independent Best Interest Assessors

East Riding of Yorkshire Council has awarded a new framework agreement for the provision of Independent Best Interest Assessors (BIAs) to support the delivery of Deprivation of Liberty Safeguards (DoLS) assessments.

The framework will help the council meet its statutory responsibilities under the Mental Capacity Act 2005, ensuring that individuals who may be deprived of their liberty in care settings receive appropriate legal safeguards and independent assessment.

The agreement will run from November 2025 until November 2028, with options to extend the contract for a further two years, potentially taking the framework through to 2030.

The framework has an estimated value of approximately £2.5 million and will allow the council to call upon qualified assessors to conduct DoLS assessments across the East Riding of Yorkshire area.

A total of 19 providers and independent specialists have been appointed to the framework, including:

  • KSOC Ltd
  • Liquid Personnel Ltd
  • Mariolabia Ltd
  • Randstad Solutions Ltd
  • Richardson Social Work Associates Ltd
  • RUN Healthcare Ltd
  • TL Social Work Ltd
  • VLC Independent Assessments Ltd

These providers will support the council by carrying out Best Interests Assessments for individuals who may lack the mental capacity to make decisions about their care or accommodation arrangements.

Supporting Safeguarding Responsibilities

Deprivation of Liberty Safeguards are designed to protect vulnerable adults who may require restrictions on their liberty in order to receive safe care.

Local Authorities are responsible for ensuring that any deprivation of liberty is:

  • Lawful
  • Necessary and proportionate
  • In the person’s best interests

Independent Best Interest Assessors play a crucial role in evaluating these situations and ensuring the rights of individuals are properly protected.

Opportunity for Providers

Frameworks like this create ongoing opportunities for specialist providers to support local authorities in delivering statutory safeguarding functions.

The framework will operate as a pseudo open framework, allowing additional providers to submit applications during scheduled reopening periods across the lifetime of the agreement.
